Nitin Gadkari says CANNOT make cycle tracks in Mumbai; Here's the reason WHY?

Union Minister Nitin Gadkari said it was difficult to make cycle tracks in Mumbai because of multiple reasons, encroachments and political problems but he didn't elaborate on it, reports PTI.
